Why do scientists classify climates according to precipitation instead of relative humidity

Humidity *can* occure even in cold climates,not just hot. so they classify the climates by precipitation because it doesnt change from its set area. If its snowed there since its birthing, it'll snow there till its death or an outside factor is introduced
