You know that the sum of 12.6, 3.1, and 5.4 is greater than 20.  This is because the sum of 12+3+5=20.  All of the numbers have added decimals on them, so that at least 1 to the sum of the numbers.  The sum without the decimals is at 20, so you know that it must be greater than 20.
