Why is Saudi Arabia Considered a Monarchy rather than a Theocracy?

In Saudi Arabia, it takes place of a context of absolute monarchy where the King is both the head of state and government. Results are, to a large degree, made on the foundation of consultation among the senior princes of the royal family and the religious establishment. Also, the Qur'an is declared to be the constitution of the country, which is governed on the basis of Islamic law. It won’t be considered as a theocracy because its god or a deity is not recognized as the supreme civil ruler.
