The main reasons were that the
navigational tools were inaccurate, the explorers had limited knowledge of
world geography, and the navigators could easily become irretrievably lost. These situations would be detrimental for the well being of the country since there was not a lot of money since they also had to fund other state related things and fight wars against each other.
