Do you think it is fair for a President to appoint people to high level positions right before he leaves office for good?

Depends on the person being appointed. If they have the public against them, then it is not fair. If the public supports them, then it is fair.

in my opinion i think it isn't really fair because he's just jumping someone else's position and the next president would have to deal with it. however it's a nice gesture
