Ground energy state refers to the state in which is achieved by something burning all of it's potential energy, so that it is in equilibrium. As an example, an apple falling to the ground from a tree . this is because until it hits the ground, it has potential or otherwise some form of energy to burn, disturbing it's equilibrium.
