Civil law is sometimes referred to as non criminal law. It's the law which relates to the settling disputes that occur between private citizens. It deals with the behavior which bring about an injury to the other private party e.g. defamation, breach of contract, property damage etc.

In this scenario, we can infer that this is a breach of contract as the soaps and lotions were not delivered on that particular day. Therefore, it's a civil law and not a criminal law.
