Under the terms of the Articles of Confederation, each state was authorized toretain its role as a sovereign, independent entity, with every authority notspecifically assigned to the national government. For taxing purposes, each state was to meet a quota determined by the value of granted or surveyed land inorder to cover the costs of the war against Britain.
