This is what Hawthorne thinks about the governors' ability to govern, and whether he seems to find fault with them or not:
Hawthorne seems to indicate that while those men might not have been gifted leaders, they were good men, motivated by "proper" intentions. However, he doesn't seem to be in fault with saying that they are corrupt, selfish, or lazy.
