What would have most likely occurred if Franklin Roosevelt’s judicial reform bill had become law?

If Franklin Roosevelt's judicial reform bill had become a law it would have likely given concentration to the Executive branch. This would have offset the Judicial and Legislative branches and would have not been loyal to the Constitution.
