By quadrant I presume you mean 1/4 of the circle. The perimeter will be 1/4 of the circle’s circumference plus the length of the two radii that complete the 1/4 section.

C=2 × pi × r = 28 pi

Perimeter = 28 pi +14+14. using 22/7 for pi

22/7 × 28 +28 = 88 + 28 = 116

116 cm is perimeter
