y = 2/3x + b

y = -6

x = -6

-6 = 2/3(-6) + b

-6 = -4 + b

      +4

-2 = b

y = 2/3x + -2

Substitute the value from the coordinate into x and y

Then solve for b or the y intercept

y = mx + b

The answer is y = 2/3x + -2
