Answer:

Alliances are formed between nation-states and their proxies in order to wage war against common adversaries. Alliances are essentially agreements  to combine military and economic assets in pursuit of political objectives.  When alliances are formed, one alliance is not always stronger than the other.  The other alliance may have better resources or millitary.
