                    = 6.3 x 10 

are they both in scientific notation ???

no they are not

scientific notation requires writing the ' × 10^9' part as a 10 with an exponent

no they are not both in scientific notation 6,300,000,000 is = 6.3 x 10∧9  So therefore 6.3 x 1,000,000,000 would be the wrong answer
