The correct answer is A. Balboa, more precisely Vasco Nunez de Balboa. He was a famous explorer who managed to cross Panama and reach the Pacific ocean before anyone else, way back in 1513. He actually established a settlment which is the oldest European settlment in that region and is located in today's Panama.
